It's the first time the annual vigil has been banned - ostensibly due to coronavirus restrictions.
But earlier - politicians approved a controversial measure making it illegal to insult China's national anthem - amid moves by Beijing to draw up a new security law for Hong Kong which has already brought protestors out onto the streets.
